Dr. Saurabh Kulshreshtha did his LL.B and LL.M from University of Delhi. He was the topper of the Delhi Judicial Service Examination and joined Delhi Judicial Service on 16.01.2006. He was promoted to Delhi Higher Judicial Service on 10.01.2017. He was awarded Ph.D. in Law by the University of Delhi. He has delivered several lectures at Delhi Judicial Academy and National Law University, Delhi.

Dr. Saurabh Kulshreshtha has worked as Additional District Judge, Additional Sessions Judge, Chief Metropolitan Magistrate, Additional Senior Civil Judge, Additional Rent Controller, Commercial Civil Judge, etc. and has dealt with Civil, Criminal, Rent, IPR and Arbitration cases as well as EOW & CBI cases and cases under the MCOC Act and PML Act. He was posted as Additional Secretary (Law, Justice and Legislative Affairs), Government of NCT of Delhi from September 2013 to May 2015. He was also a Member of the State Appropriate Authority,  Delhi under the PC & PNDT Act.

Dr. Saurabh Kulshreshtha joined as Registrar General, National Green Tribunal, Principal Bench, New Delhi on 27.08.2018. He has been repatriated to his Parent Cadre on 07.01.2019.
