Prof.P.C.Mishra , born on 23rd January 1953 ,youngest son of Late Bahinipati Dinabandhu Mishra and Srimati Devi of Nayagarh ,after completing graduation from Nayagarh College ,Nayagarh in 1972 did his post graduation in Biological Sciences from Sambalpur University in 1975.
He joined as a CSIR research scholar to pursue Doctorate degree and obtained his Ph.D degree in 1981.
After a short tenure as Research Assistant in School of Life Science of Sambalpur university ,Prof.Mishra joined as a lecturer in Life Sciences in 1984 and then as a Reader and Head of the Department of newly established Department of Environmental Sciences of the same University in 1992.
Prof Mishra was awarded the Degree of Doctor of Science (D. Sc.) by Ranchi University on his work on Low Cost Treatment of Waste Water.
He was elevated to the post of Professor in Environmental Science in 2000 and continuing as the senior most professor in Environmental Sciences.
His date of superannuation from University service was 31st January 2013 i.e.60 years.
Presently ,Prof.Mishra is serving as an Expert member of National Green Tribunal , Govt.of India since 16th November 2012 on a five years full-time assignment and posted at Delhi.
Prof.Mishra's expertise is in the area of Environmental Pollution ,Control and Management. He has significant contributions to the status of pollution in rivers Mahanadi, Brahmani, Ib and Hirakud Dam Reservoir in response to industrialization and deforestation.
Subsequently he has been engaged in developing low-cost methods for treatment of waste water and for disposal and management of solid wastes. He has published 110 research papers in Journal of national and international repute and authored/edited 10 books.
Shri P.S.Rao retired from Indian Forest Service from Andhra Pradesh cadre. He served the Forest Department in different capacities including as Divisional Forest Officer in three districts and Conservator of Forests in one Territorial Circle. He worked in the Research wing and having about ten years experience in Applied Forestry Research. He also worked as Professor in Technical Forestry, Indian Institute of Forest Management, Ministry of Environment and Forests, Govt. of India, Bhopal. He underwent training on Research Methods in Forestry at Oxford and Reading Universities in UK and attended Mid Career Training at Syracuse University, USA. Shri P.S.Rao is the recipient of National award for Excellence in Forestry Research for the year 2000-2001 from Indian Council of Forestry Research and Education, Ministry of Environment and Forests, Govt. of India, Dehra Dun.

As Conservator of Forests-cum-Director (Environment) &Special Secretary to the Administration of Dadra Nagar Haveli & Daman Diu from 2002-2003 handled CRZ and FC Act matters as the State Nodal Officer-cum-Member secretary, CZMA.
Appointed as the Deputy Director General (Extension) Indian Council of Forestry Research and Education(ICFRE), in 2005 and, thereafter, as the Chief Executive Officer(CEO), National Medicinal Plants Board(NMPB), Department of AYUSH, Ministry of Health and Family Welfare, GOI from 2005 to 2010.
As CEO, NMPB initiated several strategic initiatives for conservation, sustainable development and export of medicinal plants and herbal products.
Appointed as the Principal CCF (Head of Forest Force)-cum-Principal Secretary (Env. & Forests), Arunachal Pradesh from 2010 to 2012. In that capacity initiated several policy measures, for biodiversity conservation, streamlining of CAMPA and for review, monitoring and implementation of EIA and EMP of all major infrastructure and hydro power projects
Advised the Govt. of Sri Lanka in setting up Village Herbal Garden Scheme in the Country.
Steered and organized setting up India Herbal Garden at WHO Headquarter in Geneva (Switzerland)
Have been on the Expert / Technical Committees of Ministries / Departments of Agriculture, Biotechnology, AYUSH, Environment & Forests, Health Research (ICMR) and on the Research Advisory Committees of National Botanical Research Institute (CSIR), Central Institute of Medicinal & Aromatic Plants (CSIR) and Directorate of Medicinal and Aromatic Plants Research (DMAPR ICAR) and the Tropical Rain Forest Research Institute (ICFRE).
